Thirty years after the Alma Ata Declaration on primary health care was adopted, its key principles remain fundamental building blocks for improved global health. The first principle of the Declaration reaffirms the Constitution of the World Health Organization (WHO): health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity. Echoing the importance of primary care, the WHO World Health Report 2008 argues that a renewal and reinvigoration of primary care is important now, more than ever...
